【摘要】 在"两票制"的改革背景下,传统的药品流通体系逐渐瓦解,构建新的药品流通商业模式势在必行。文章对直营办事处模式、招商代理模式两种传统药品流通商业模式的特点进行了阐述,分析了"两票制"对药品生产企业和药品流通企业的影响,对欧盟药品流通监管经验进行了总结。在此基础上,提出了加强"两票制"下药品流通监管的建议:要厘清代理商与经销商的概念、允许合法代理行为的存在,加强中小流通企业转型合同销售组织的监管,完善药品管理法,将第三方医药物流主体纳入监管范围。更多还原

【Abstract】 Under the background of "Two-Invoice System" reform,traditional drug distribution system has gradually collapsed,and it is imperative to build new drug distribution business model. In this paper,it states the characteristics of two traditional drug distribution business models like direct sale office model and investment agency model. It analyzes the influence of"Two-Invoice System"to drug production enterprises and drug distribution enterprises. It summarizes drug distribution supervision experience in EU. On this basis,some suggestions are put forward to strengthen the supervision of drug distribution supervision under"Two-Invoice System". We should clarify the concepts of agents and dealers,allow the existence of legitimate agency act,strengthen the supervision of small and medium-sized circulation enterprises in transforming contract sales organizations,perfect drug management law,and bring third-party medicine logistics main body into the scope of supervision.更多还原
