基于考虑环境因素的三阶段DEA模型的烟草商业企业物流安全投入效率评价

【摘要】 从人的安全行为和物的安全状态两维度构建安全绩效测量指标体系,测算安全绩效,并采用三阶段数据包络分析(DEA)方法,在控制环境因素及随机误差的基础上,测度了2017年广东省各地市商业企业物流安全投入效率。研究发现,各地市烟草商业企业物流安全投入效率差异较大,且安全管理水平较低的地市往往规模效率也相对低下。环境因素对安全投入效率存在明显影响,其中物流基础设施水平和员工素质对安全投入效率产生正向作用,而车辆使用年限对效率有显著负向作用。研究结论为烟草商业企业提升安全投入效率提供了启示。

【Abstract】 In this paper, from the dimensions of the human safety behavior and the system safety state, we construct the safety performance index system to measure the safety performance of the tobacco commercial enterprises. Meanwhile, using the three-stage DEA method, we measure the logistics safety input efficiency of the tobacco commercial enterprises in various cities of Guangdong in 2017 on the basis of controlling the environmental factors and random errors. It is found that the logistics safety input efficiency of the tobacco commercial enterprises varied greatly among the cities, and cities low in safety administration level have relatively low scale efficiency. Besides,environmental factors have significant impact on the safety input efficiency, wherein the level of logistics infrastructure and employee qualification have positive effect on the safety input efficiency, while vehicle service life has significant negative effect on it.
