基于风险分级管控的高校实验室安全管理体系构建
Construction of University Laboratory Safety Management System Based on Risk Hierarchical Control
【摘要】 为了减少和预防高等院校实验室安全问题的发生,通过综合分析高校实验室安全隐患影响因素,构建基于"风险分级管控,隐患排查治理"双重预防机制的高校实验室安全技术管理体系。在建立健全双重预防机制的实验室安全管理体系的同时,构建相应等级的实验室应急组织体系和职业健康体系,从而有效提升高校实验室在组织、制度、技术、职业健康、应急等方面的管控水平和效率,研究表明该体系能显著降低和有效预防高校实验室的安全问题。
【Abstract】 Aiming at reducing and preventing safety issues in university laboratories, this paper constructs a university laboratory safety technology management system grounded in a comprehensive analysis of university laboratory safety problems. The management system is based on the dual prevention mechanism, which involves two aspects "risk classification and control, hidden threats investigation and clearance". Furthermore, control measures on emergencies management and safety management and occupational health system are put forward and corresponding level of emergency response system and occupational health system are formed, to procure an effective control on laboratory organizations, technology, systems, occupational health, and emergencies. The results show that the system can significantly reduce and effectively prevent the safety of university laboratories.
