【Abstract】 In modern society, the public crisis caused by the accumulation of various risk factors has gradually spread to the global scale with the process of globalization and the development of science and technology. Therefore, it is urgent to introduce the concept of governance at the global level and include various types of response subjects on a global scale. We will build long-term cooperation networks and institutional platforms that are all-subject, all-risk and all-process responses. We will form a global governance network for public crises, including multilevel three-dimensional intersection, multi-layer coordination, interlocking and interweaving,and integration of networks at various levels, including international-ethnic-national-regional-grassroots. The cultivation of global crisis consciousness, the conflict and coordination between the main bodies, the profound changes in the power distribution model and the legitimacy of the whole body participating in governance determine that the construction of the global network of public crisis will be a long-term and systematic project.更多还原
