【摘要】 基于三阶段DEA-Tobit模型,对长江经济带11省市金融支持技术转移效率进行测度,并与其他典型区域进行对比,对金融效率的影响因素进行判识。研究表明:(1)长江经济带技术转移的金融支持效率为0.343,远低于京津冀的效率水平;(2)在长江经济带内部,受区域经济、金融发展水平、政府科技创新支持等环境因素影响,不同省市效率差异明显,效率最高的湖北省为0.514,而最低的贵州省只有0.08;(3)通过Tobit分析发现,在同一外部环境下,高技术企业研发投入强度、技术转移机构占比是影响金融支持技术转移效率差异的主要原因。因此,要提高长江经济带技术转移的金融支持效率,应进一步优化区域金融要素投入,强化高技术企业研发需求,完善技术转移市场体系,提升技术转移机构的技术管理效率与专业化服务水平。更多还原

【Abstract】 Based on the three-stage DEA-Tobit model,the transfer efficiency of sci-tech finance is measured for 11 provinces and cities along the Yangtze River Economic Belt and the influencing factors of financial efficiency by comparing with other typical regions are analyzed.The research shows that the current comprehensive transfer efficiency of sci-tech finance in the Yangtze River Economic Belt is 0.343,which is much lower than 0.536 of Beijing-Tianjin-Hebei.Influenced by environmental factors such as regional economic and financial development level,scientific and technological innovation support and so on,the efficiency differences between different provinces are significant in the Yangtze River Economic Belt area.The highest level is 0.514 in Hubei,while the lowest efficiency of Guizhou is only 0.08.Through the Tobit analysis,it is found that under the same external environment,the research and development investment intensity of high-tech enterprises and the proportion of technology transfer institutions are the main reasons for the difference in financial support efficiency.In order to promote the financial support efficiency,here it puts forward suggestions on optimizing the allocation of regional financial factors,strengthens the research and development investment of high-tech enterprises,improves the technology transfer market system and the management and service efficiency of technology transfer institutions.更多还原
