【摘要】 体育扶贫是新时代满足人们美好生活需要的重要战略举措,也是我国脱贫攻坚战略任务的有机组成。为厘清体育扶贫是什么、由谁扶、扶谁、扶什么、怎样扶的元问题,运用文献资料、逻辑分析等研究方法对新时代体育扶贫的本元、主体、客体、内容等元问题进行思考,并从社会治理的角度提出体育扶贫的路径。研究认为:新时代体育扶贫的本元是居民体育参与自由权的精准帮扶;体育扶贫主体由体育行政部门主导协调的政府、体育企业聚合引导的企业、体育社会组织引领指导的社会力量和体育扶贫客体共同组成,体育扶贫客体则是指由于缺乏体育资源、参与机会和参与技能而无法充分享有和保障体育参与自由权的社会成员或群体;体育扶贫内容包括体育制度、资源、机会和能力的扶持。提出基于扶贫客体体育参与自由权的体育扶贫制度有效供给、基于大扶贫体制的体育扶贫主体协同帮扶、基于能力贫困的体育扶贫客体素养提升、基于多维贫困需求的体育扶贫内容精准供给的体育扶贫治理路径。更多还原

【Abstract】 Sports poverty alleviation is an important measure to satisfy people’s needs for a better life in the new era,and it is also an organic component of China’s poverty alleviation strategy. In order to clarify the meta-question of what,whom, who and how sports poverty alleviation is, with the means of literature reviews and logical analysis,this paper thinks about the meta-question of the origin, subject, object and content of sports poverty alleviation in the new era and puts forward to the approach of sports poverty alleviation from the perspective of social governance. The research indicates that the essence of poverty alleviation in sports is the accurate support of residents’ right to participate in sports freely in the new era;the main body of sports poverty alleviation consists of the government led by the sports administrative department, the enterprises guided by sports enterprises, the social forces guided by sports social organizations and the objects of sports poverty alleviation.The object of sports poverty alleviation refers to the social members or groups who cannot enjoy the right to participate in sports freely due to the lack of sports resources, opportunities and skills.The content of sports poverty alleviation includes the support of sports system,resources,opportunities and abilities.Explored the governance paths: the effective supply of sports poverty alleviation system based on the free participation of the object of poverty alleviation,the collaborative assistance of the main body of sports poverty alleviation based on the great poverty alleviation system,the improvement of the quality of the object of sports poverty alleviation based on the ability poverty,and the targeted supply of sports poverty alleviation content based on the multi-dimensional poverty.更多还原
