【摘要】 我国地方足协与地方政府的关系是相互嵌入的,对地方政府具有较强的行政依附性;地方足协的改革发展又具有自主性,其是超越"结构型自主"的"内在型自主"。研究认为,地方足协存在着权力支撑虚化、自治能力不足、自主性较弱等依附政府的样态。我国地方足协的权力合法性不充分、职能异化、谈判能力较弱等较好地诠释了其依附型样态形成的原因。地方足协应积极借助各种策略寻求自主性不断再生产的空间和制度环境,通过与地方政府相互嵌入来谋求政府的资源支持,以"内源发展"战略和"强国家—强社会"能促型发展路径实现地方足协与政府的协调发展;通过社团内部治理机制的完善来提高地方足协的自生能力,最终形成一种地方政府与地方足协相互增权、共同形塑的"强力政府、活力社会"的治理格局。更多还原

【Abstract】 The relationship between local football associations and local governments in China is embedded in each other and has strong administrative dependence on local governments. The reform and development of local football associations is also autonomy. It is an "inherent autonomy" that transcends "structural autonomy". It is concluded that the local football associations are dependent on the government in the form of weak power support, insufficient autonomy and weak autonomy. China’s local football association’s power legitimacy is inadequate,its functions are alienated,and its negotiating ability is weak,which better explains the reasons for its dependent form. The local football association should actively seek for the spatial and institutional environment of independent reproduction through various strategies,seek government resources support through mutual embedding with local governments,and promote the "endogenous development" strategy and "strong state—strong society". The development path realizes the coordinated development of the local football associations and the government. Through the improvement of the internal governance mechanism of the association,the local football association’s viability will be improved,and finally a governance pattern of " strong government and energetic society" will be formed between the local government and the local football association.更多还原
