【Abstract】 The Fourth Plenary Session of the 19 th CPC Central Committee issued a framework document on promoting the modernization of national governance system and capacity,which clearly pointed out that social governance is an important element of national governance.Specifically,from eight aspects,it proposed and deployed the overall strategy of strengthening and innovating social governance and promoting the modernization of social governance,with a special emphasis on forifying cultural self-confidence,better building Chinese spirit,Chinese value and Chinese strength,it provided important strategic and ideological guidance for further promoting the innovation and modernization of social governance with urban and rural communities as the focus.更多还原
