【摘要】 自2015年我国开展农村宅基地有偿使用试点工作以来,各地围绕宅基地有偿使用的收取对象、收取标准、收取方式和费用管理等诸多内容进行了探索,并取得了初步成效。但是长期无偿使用的历史惯性等原因也使得宅基地有偿使用制度改革试点工作困难重重。本文基于对四川泸县等试点区域的实地调研情况,重点总结了当前宅基地有偿使用制度改革中存在的难点问题,具体包括:宅基地有偿使用费收取标准模糊、资金缺乏监管、宅基地面积核定依据不一、宅基地使用期限不明确以及因人口变化导致的有偿使用费收取难等方面。因此,未来改革应该重点围绕有偿使用费的收取标准、依据、管理监督机制以及政策动态调整机制等内容展开。更多还原

【Abstract】 Since the launch of the pilot project for the paid use of rural residential land in China in 2015, various localities have explored the concept of collection, collection standards, collection methods and fee management for the paid use of homesteads and have achieved preliminary results. However, the historical inertia of long-term unpaid use has made it difficult to pilot the reform of the paid use homestead system. After conducting field investigations of pilot areas such as Lu County in Sichuan Province, this paper summarizes the difficult problems in the current reform of the paid use homestead system. These include the fuzzy collection of the paid use fee for the homestead, the lack of funds supervision, and the verification of the housing area. For various reasons, the use period of the homestead is not clear, and the use of paid fees due to demographic changes is difficult. Therefore, future reforms should focus on the collection criteria, basis, management supervision mechanism and policy dynamic adjustment mechanism of paid user fees.更多还原
