背靠背直流工程的成本分摊与回收机制适应性研究

【摘要】 目前,输变电工程的成本分摊机制均没有充分考虑具体工程的建设必要性和各方送受电意愿。针对建设必要性、送受电意愿不同的各类直流背靠背输变电工程,改进原有电价计算方法输入条件不明确、单位容量年费用法考虑因素不全的缺陷,考虑提供或引起无功类辅助服务的可能性,提出单位容量年费用法涉及多类费用年值的成本分摊方法,用以辅助服务费用调整后的静态投资计算输电价回收成本。以两端电量电价或容量电价总和最低为目标选择最优的成本分摊方法,同时结合算例进行实证及敏感性分析。

【Abstract】 Currently,the necessity and the demand of delivering and receiving power of each end of specific projects are not considered sufficiently in cost allocation strategy of transmission and transformation projects.Focusing on Back-to-back DC projects with diversified necessities and the aspirations to send and receive power,this paper improves the shortcomings including vague input condition of price calculation and excluding necessary factors of the computation of annual fee per unit capacity.Taking into account the possibility of causing and offering the auxiliary service of reactive power compensation category,cost allocation strategy of several annual fees involved in annual fee per unit capacity is carried out.The static investment will be switched with auxiliary service fee,which is utilized to calculate price to recover cost.The best cost allocation method will be determined with accomplishing the lowest total transmission price of both sending and receiving ends,whether the payment of electricity or that of capacity.Moreover,a case with sensitive analysis will be demonstrated.
