【摘要】 通过构建中国PPP市场信息公开评价体系,编制适时公开指数、即时公开指数及信息公开总指数,对信息公开进行详细的评估。研究表明:2017年全国PPP市场透明度总指数为63.71,适时公开透明度指数较高而即时公开透明度指数略低;PPP示范项目透明度指数明显高于非示范项目的透明度指数,充分体现了示范项目管理上的规范性和引领性;进一步的省份异质性对比发现,省份间PPP市场透明度指数差异较大。在此基础上,提出增加PPP项目信息公开的时效性考核;完善"不适用"信息和临时性重大事项信息公开的操作规范;进一步完善即时公开、适时公开信息的分类管理的政策建议。更多还原

【Abstract】 By constructing the evaluation system of information disclosure in China PPP market and compiling timely disclosure index, instant disclosure index and total information disclosure index, this study evaluates the information disclosure in detail. The research results show that the total transparency index of the national PPP market in 2017 is 63.71, and the timely transparency index is higher while the instant transparency index is slightly lower; and that the transparency index of the PPP demonstration projects is obviously higher than that of the non-demonstration project, which fully reflects the normative and leading nature of the demonstration project management. A further provincial heterogeneity comparison shows that the differences between inter-provincial PPP market transparency index are quite great. On this basis, this paper puts forward such policy suggestions as increasing the timeliness assessment of PPP project information disclosure, perfecting the operational norms of "inapplicable" information and information disclosure of temporary important matters, and further improving the classified management of instant information disclosure and timely information disclosure.更多还原
