长江经济带科技创新与生态环境间的动态响应研究

【摘要】 首先基于文献梳理构建了生态环境与科技创新间的"互动作用传导机制",其次通过面板向量自回归模型,借助脉冲响应函数、方差分解,实证分析了长江经济带1998—2017年间生态环境与科技创新间的动态响应及各影响因素的时序变化差异。研究表明:全流域与各区域的交互影响是非对称的,动态响应幅度与周期存在明显地域差异,尚未形成正向交互影响的长效机制,各影响因素与生态环境、科技创新间存在长期互动影响。基于实证结果建议,追求生态环境与科技创新间的良性互动是实现长江经济带绿色发展的关键,生态环境应该由推进科技创新发展投入与速度的"牺牲者",转为提升科技创新发展效率与质量的"监督者"。而科技创新应该由传统投入导向的发展模式转为效率导向,既要关注科创投入产出的经济高效,亦要强调绿色导向,以考量科创过程是否"生态友好"、产出质量是否"绿色环保"。

【Abstract】 This study, firstly, based on the literature review, constructs the model of "interaction conduction mechanism" between ecological environment and technological innovation; Then, empirically analyzes the dynamic response between the ecological environment and technological innovation and the timing variation of its influencing factors in the Yangtze River Economic Belt from 1998 to 2017, through the PVAR model, impulse response function, variance decomposition It is shown that, there are asymmetric interactions between the whole basin and each region, significant differences between the dynamic response amplitude and periods, and failure in the formation of a longterm mechanism for positive interaction; meanwhile, all influencing factors have had long-term interaction effects with the ecological environment and technological innovation. The suggestions based on the empirical results are presented as follows: establishing a benign interaction mechanism between ecological environment and technological innovation is the key to realize the green development of the Yangtze River Economic Belt, the ecological environment should be transformed from the "victim" of investment and speed in promoting the development of science and technology innovation, to the "supervisor" of efficiency and quality in technological innovation and development; And technological innovation should be changed from the traditional "input-oriented" development model to "efficiency-oriented", in which attention should be paid to the "economic efficiency" of science and technology input and output, and emphasis be put on "green orientation" to consider whether technological innovation process is "eco-friendly", and whether the quality of output is "green".
