【摘要】 以1990年代初为转折点,江苏的扶贫事业由救助式扶贫全面转向开发式扶贫攻坚。本文系统描述了1992—2018年间,江苏全面落实党中央、国务院的统一部署,有计划、有组织地连续实施多轮大规模扶贫开发的历程,较为详细地介绍了江苏在这时期采取的派驻省委扶贫工作队、"五方挂钩"、"五个一"帮扶等脱贫攻坚主要举措,并采取进村入户实地走访调查和农户问卷调查相结合的方式,实证分析和评估了2016年江苏省财政"精准扶贫帮扶资金"使用绩效。2020年实现全面小康以后,扶贫开发仍要继续,除西部少数经济特别落后的地区,尤其是仍然需要采取易地搬迁方式扶贫的地区外,沿海及其他绝大多数地区应由全民总动员的大规模运动式扶贫转变为常规化、制度化减贫。更多还原

【Abstract】 With the early 1990 s as a turning point,Jiangsu’s poverty alleviation cause has shifted from the relief to the development-oriented poverty alleviation. This paper systematically describes the process from 1992 to 2018,when Jiangsu fully implemented the unified deployment of the CPC Central Committee and the State Council,and organized and implemented several rounds of large-scale poverty alleviation development in a planned way. The paper introduces in detail the main poverty alleviation measures taken by Jiangsu Province in this period. The author takes the combination of village household field visit survey and questionnaires on farmers,empirically analyzes and evaluates the performance of the use of "precision poverty relief fund "in Jiangsu Province in 2016. Finally,this paper provides some viewpoints on the necessity of large-scale poverty alleviation and development,and if it is,on how to continue when the full well-off is achieved in 2020.更多还原
