【摘要】 精准识别、精准帮扶和精准管理是我国精准扶贫政策的基本内容,精准扶贫具有重要意义。福建省各级政府积极采取措施大力推进精准扶贫工作,取得较大成就;但是与中央精准扶贫的目标要求及人民群众的期盼相比,还存在诸多不足。比如,扶贫思想上存在偏差,精准识别不到位,精准帮扶针对性不强,贫困人口自身脱贫能力有待提高,基础设施建设滞后,精准管理机制不健全,社会参与度不高,等等。为此,要进一步完善机制,优化路径,通过加强基层组织建设,健全精准管理与精准考核体系,借鉴精准扶贫典型模式,加强基础设施建设。更多还原

【Abstract】 It is targeted identification,targeted help,as well as targeted management that are the basic facts of targeted poverty alleviation,which bears great significance. Local government of all levels in Fujian Province has great achievements in the process of targeted poverty alleviation by taking positive measures. While we still have a long way to go in dealing with problems such as deviation in people’s thought,imprecision in the identification,unclear aim in the targeted help. Also,imperfection in infrastructure construction,unsound mechanism of targeted management,lack in public participation,pose as difficulties in this process. In order to optimize the mechanism and the methods concerning targeted poverty alleviation,some suggestions are put forward in this paper such as enhancing the construction of grassroots organization,improving the management system,learning from other good examples and strengthening the infrastructure construction.更多还原
