【摘要】 为了保障国家通用航空产业持续健康发展,并从根本上遏制通航类飞机事故频发的态势,本文探索建立了国家通用航空业发展安全保障体系。首先,基于通航业发展历史、现状与趋势,分析了国内外通航业发展安全保障现状,并从6个方面对国内通航业安全风险进行了分析。然后,基于国内通用航空发展迅速与安全保障水平偏低的矛盾现实,从10个方面构建了国家通航业安全保障体系。最后,提出了构建国家通航安全管理系统的整体框架。本文探索构建的通航业安全保障体系和安全管理系统框架,对于国内通航业具有借鉴意义和参考价值。更多还原

【Abstract】 In order to curb the frequent occurrence of General Aviation accidents, and ensure the sustainable and healthy development of general aviation industry in China, This paper explores the establishment of a security system for the development of General Aviation Industry in China. The safety guarantee system was constructed for the General Aviation industry development in China. Firstly, the status of safety guarantee of General Aviation Industry in domestic and foreign are analyzed from the six aspects on safety risks based on the development history, current situation and trend. Then, the safety guarantee system is constructed from ten aspects based on the reality—the contradiction between rapid development and low safety level of General Aviation Industry in China. Finally, the overall framework is proposed for constructing the safety management system of General Aviation Industry in China. The safety guarantee system and safety management system framework will have reference value for General Aviation Industry in domestic.更多还原
