【摘要】 农村公共信息具有准公共产品属性,关涉公共事务及农村生产生活的安排,需要从供给主体、供给激励机制等供给侧核心角度展开研究。当下甘肃农村公共信息供给服务已经初具规模,但由于受限于自然禀赋条件及制度建设等因素,问题仍很突出,集中在主体过于单一、体制机制不畅。从改进角度而言,急需建立合理的激励机制和社会机制,推进政府购买公共服务工作,培育和增进农村公共信息服务产业发展,逐步建立政府主导的市场化、社会化、法治化的农村公共信息服务供给制度。更多还原

【Abstract】 Rural public information has quasi-public product attributes,concerning the arrangement of public affairs and rural production and life. So,a study is carried out from the perspective of the supply side core,such as the supply subject and supply incentive mechanism. At present,the supply of rural public information service in Gansu Province has begun to take shape,but due to the limit of natural endowment conditions and the system construction,the problem is still very prominent,focusing on the subject being too single and the mechanism system being not free. From the point of the perfection,such measures would be useful,such as establishing a reasonable incentive mechanism and social mechanism,promoting the government to buy public service,cultivating and improving the development of rural public information service industry,and gradually establishing a government-led,market-oriented,socialized rural public information service supply system under the rule of law.更多还原
