【摘要】 学校体育政策在由上至下的传递中,在一些省市和基层学校呈现出传递效应衰减的现象,已成为我国青少年体质治理中的现实困境。上下级之间政策博弈,以及对青少年体质的认知偏差、政策执行中的"衰减效应"、基于升学率的"偏袒现象"、应试教育的误读、政策传递中监管体制不到位等是产生青少年体质治理政策传递受阻的主要诱因。文章从转变理念提高认识、建立问责制和巡查制度,以及完善基层学校的考核体系等方面探讨对策。更多还原

【Abstract】 In the transfer process from the higher levels to the grass roots,school sports policies presents the degenerative transfer effect in some provinces and cities and grass-roots school,which has become the realistic predicament of adolescent health management in our country. Policy game between superiors and subordinates,cognitive biases on physical health of teenagers, " degenerative effect" in the implementation of the policy, " partial phenomenon" based on graduation rates,misreading of exam-oriented education,and lack of supervision in policy transfer are all major causes of blocked policy transfer in management of physical health of teenagers. In this paper,the author tries to improve the understanding,establish accountability and inspection system,and improve the evaluation system of primary school.更多还原
