【摘要】 文章阐述了政府信息公开和政府数据开放的具体概念及本质区别,对国内外政府数据开放发展历程和实践研究做了具体的对比分析。进而探讨了我国政府数据开放共享现状,指出我国在数据开放发展过程中的不足。在借鉴国外先进理论和实践经验的基础上,结合我国具体国情,从政府政策、数据平台建设、数据隐私保护、数据资源建设四个方面提出相应的策略。更多还原

【Abstract】 The article uses literature surveys and online surveys to elaborate the specific concepts and essential differences between the government information and government open data, makes a concrete comparative analysis of the open development course and practice research of government data at home and abroad, probes into the current situation of open sharing of government data and puts forward the shortcomings in the development of open data in China. Finally, on the basis of drawing lessons from foreign advanced theories and practical experience, combined with China’s specific national conditions, the paper puts forward corresponding strategies from four aspects of government policy, data platform construction, data privacy protection, and data resource construction combining with China’s specific national conditions.更多还原
