【摘要】 基于新制度主义视角,高校问责制度可以分为正式的高校问责制度和非正式的高校问责制度。我国高校问责实施至今,在制度层面上存在正式的问责法制的模糊和非正式的问责文化缺失的建设困境。因此,有效解决高校问责制度的建设困境,一方面通过制定高校问责的法律法规、明晰高校的职责划分、完善高校的问责程序来加大高校问责法制建设;另一方面,通过营造高校问责文化环境氛围、强化问责客体道德自律的精神文化、拓宽高校利益相关者共同参与的行为文化来培育高校问责文化。更多还原

【Abstract】 From the perspective of new institutionalism, the accountability system of colleges and universities can be divided into formal accountability system and informal accountability system. So far, China’s University accountability system has a dilemma of vague formal accountability legal system and lack of informal accountability culture. Therefore, the author believes that to effectively solve the dilemma of the construction of the accountability system in universities, on the one hand, we can strengthen the legal construction of the accountability system in universities by formulating laws and regulations, clarifying the division of responsibilities of universities, and improving the accountability procedures of universities; on the other hand, we can cultivate the accountability culture of universities by creating an atmosphere of accountability culture, strengthening the spiritual culture of moral self-discipline of accountability objects, and broadening the behavior culture of University stakeholders’ participation.更多还原
