【摘要】 通过回顾国内政府补贴机构养老服务问题的相关研究文献,发现当前研究成果多数以养老机构为研究单位,内容集中在比较政府补贴对公办和民办养老机构的运营分别产生的影响;从研究问题和研究方法上看,主要有应用社会调查研究对现行补贴政策实施效果的考察,采用经济模型对补贴资金使用效率的测量,和通过文献研究对制度顶层设计改进措施的讨论。后续研究应当从三个方面对现有研究成果做出补充,一是以机构养老服务的"需方"为研究对象展开实证研究,二是适当关注机构养老服务补贴模式选择的理论解释和国外经验介绍,三是提出可操作性的"需方"补贴模式方案设计,为国家下一步转变对机构养老的资金支持路径提供有效参考。更多还原

【Abstract】 By reviewing the relevant research literature on the issue of pension services in government subsidized institutions in China, it is found that most of the current research results are based on pension institutions, focusing on comparing the impact of government subsidies on the operation of public and private pension institutions respectively. From the perspective of research issues and methods, the main research results are the application of social survey to the effectiveness of the current subsidy policies. The results of the study include the measurement of the efficiency of subsidy funds using economic models, and the discussion of the measures to improve the top-level design of the system through literature research. Follow-up research should supplement the existing research results from three aspects: firstly, empirical research should be carried out on the "demands " of institutional pension services; secondly, theoretical explanation and introduction of foreign experience should be paid due attention to the selection of subsidies for institutional pension services; thirdly,operable "demands" subsidy scheme design should be put forward so as to transform the institutional pension for the next step of the country.
