【Abstract】 This paper establishes the evolutionary game model of the game subject of the enterprise and scientific research institute in the cluster, and it can be seen from the analysis of the stability strategy that the reasonable benefit distribution is the core of the parties to maintain the cooperative governance; Meanwhile, some incentive punishment mechanism and information sharing mechanism are used to motivate the main subjects.
