【摘要】 改革开放以来,我国教育政策发生了较为明显的范式变迁,即由"效率理性"范式转向"市场选择"范式,进入新世纪以来逐渐形成"公共治理"范式"。效率理性"范式强调理性主义和效率优先,早出人才、快出人才是其主要目标";市场选择"范式强化效益中心,政府与市场间构成了相互竞争与合作的力量,教育活力得以激发,但公共性在一定程度上被破坏;"公共治理"范式追求在教育领域形成国家力量、市场力量和公民社会力量相互博弈和均衡的体制,其价值逻辑是重建良好教育生态。在范式转化过程中,效率与公平之间的动态平衡不断被打破,教育政策的公共性越来越受到重视,教育政策制定的开放性、多元主体的参与性、权力主体的平等性、政策过程的协商性以及政策过程的科学性日益显著,充满公正理性的制度框架正在形成,我国教育政策体系逐步完善。更多还原

【Abstract】 Over the past forty years of reform and opening-up,China’s education policy has made an obvious transition from the paradigm of "rational efficiency" to the paradigm of "market targeting",and to the paradigm of "public governance" in the new era. The paradigm of "rational efficiency" emphasizes rationalism and first priority over efficiency,with the major goal being the cultivation of qualified talents as soon as possible. The paradigm of "market targeting" centers on benefits;the government and the market are competitive but cooperative,with the vitality of education stimulated but publicness destroyed to a certain extent. The paradigm of "public governance" pursues a system where the government,the market and the citizens compete with and balance each other in the field of education to rebuild a good educational ecology. In the transition of the paradigms,the dynamic balance between efficiency and equity is broken constantly;the publicness of education policy is increasingly highlighted,and education policy making is increasingly featured by the openness of policy making,diversified interest groups’ participation in policy making,the equality between those with power,the consultations in the process of policy making,and the scientific process of policy making.Therefore,a fair and rational framework of education policy is coming into existence,and the system of China’s education policy tends to be gradually consummated.更多还原
