【摘要】 针对突发事件应急管理能力难以量化评估的问题,提出了使用G-ANP(灰色网络分析法)对突发事件应急管理能力进行评估的模型。在构建评估指标体系后,使用网络分析法,客观描述评估过程中各级指标相互依赖、相互影响的特点,并求得指标权重;根据评估过程中信息相对贫乏的灰性特征,结合灰色系统理论,求解灰色评价矩阵;最后进行综合评估,解决了评估结果难量化的问题。通过仿真得出某市具体应急管理评估结果,证明所用方法的可行性和有效性,为决策者制定应急管理策略提供了参考依据。更多还原

【Abstract】 To deal with the difficulty in the evaluation of emergency management capability,a method based on grey network analytic network was proposed. Firstly,the evaluation indexes system was established,the analytic network process was used to describe the relationship of interaction between indexes,and the evaluation index weights was derived. Then,combined with grey system theory,the grey evaluation matrix was calculated. Finally,the comprehensive evaluation was made and the quantitative evaluation result was determined. The specific result was obtained through the experiment simulation which shows the method’s availability. The method can provide some reference to decision makers when they make emergency management strategy.更多还原
