【摘要】 中国自贸区建设的根本任务是有效推进中国经济与世界经济的高度融合,同时促进中国经济发展由投资驱动向创新驱动的根本转型。其核心是探索建立既与国际经贸规则接轨,又能促进本国经济发展方式转型的经贸制度体系。本文从中国自贸区健全知识产权运用体系的现实语境出发,坚持市场化运用逻辑主线,从战略规划、运用主体、运用对象、运用方式、服务体系方面凝练知识产权运用的制度改革重点,形成可复制、可推广的经验与启示,结合国家知识产权发展战略和国际知识产权新规则,形成知识产权运用的协同机制,规范实施主体运用知识产权的权利,拓展知识产权运用类型及领域,健全对外知识产权运用政策,提升知识产权运用的服务能力。更多还原

【Abstract】 The fundamental task of China Pilot Free Trade Zone construction is to effectively promote the high integration of China’s economy and the world economy,and at the same time promote the fundamental transformation of China’s economic development from investment-driven to innovation-driven; its important development path is to explore the establishment of integration with international economic and trade rules. And it can promote the economic and trade system of the transformation of the country’s economic development mode. Starting from the realistic context of the intellectual property utilization system in the China Pilot Free Trade Zone,we should adhere to the logical main line of market-oriented application,and focus on the institutional reforms of intellectual property utilization from the aspects of strategic planning,market entities,application objects,application methods,and service systems,form a replicable and scalable experience and enlightenment,combine with the national intellectual property development strategy and the new international intellectual property rules, propose ideas and countermeasures on the formation of a synergy mechanism for the intellectual property use,standardize the rights of the implementing entities to use intellectual property rights,expand the types and areas of intellectual property use,improve the policy of using foreign intellectual property rights and the service capabilities of intellectual property rights.更多还原
