【摘要】 良好的扶贫政策是实现乡村振兴的基础,然而任何政策的落实都需要有效地执行。运用模型分析和定性研究等方法,基于史密斯的政策执行过程模型,从政策框架、执行机构、目标群体及政策环境四个维度对湖北省乡村旅游扶贫政策的执行状况进行分析,可以发现:湖北省乡村旅游政策已初步形成体系并取得显著成效,但存在政策可操作性不强、执行机构执行偏差、目标群体素质低下、乡村旅游同质化等种种问题,需要从完善政策框架、优化执行机构执行能力、改善目标群体素质以及社会环境等方面来优化乡村旅游扶贫政策的执行效果。更多还原

【Abstract】 A good poverty alleviation policy is the basis for rural revitalization. However, any policy needs to be implemented effectively. Using model analysis and qualitative research methods, based on Smith’s policy implementation process model, from the four dimensions of policy framework, implementing agency, target group and policy environment, the implementation status of rural tourism poverty alleviation policy in Hubei Province is analyzed, and it can be found: the rural tourism policy of Hubei Province has initially formed a system and achieved remarkable results, however, there are various problems such as weak policy operability,implementation bias of implementing agencies, low quality of target groups, and homogenization of rural tourism. It is necessary to improve the policy framework, optimize the executive capability of the implementing agencies, and enhance the quality of the target group and social environment to optimize the implementation effects of rural tourism poverty alleviation policies.更多还原
