我国区域绿色技术创新效率发展的不平衡性分析

【摘要】 贯彻绿色发展和技术创新理念,以2008-2017年各省市的面板数据为样本数据,采用非径向、非角度基于非期望产出的DEA-SBM模型测算我国各区域的绿色技术创新效率,并采用泰尔指数对各区域绿色技术创新效率的均衡性进行实证分析。结果表明:我国各区域绿色技术创新效率的整体水平不高,总体呈现"东高西低"的发展态势;各区域绿色技术创新效率的发展处于不均衡状况,且区域总差异的分解结果表明区域内差异是造成我国绿色技术创新效率总差异的主要原因;三大区域的内部差异结果也表明,东部地区是造成区域内差异的主要原因。

【Abstract】 To implement the concept of green development and technological innovation, this thesis takes the panel data of provinces and cities in 2008-2017 as sample data to analyze the balance of green technology innovation efficiency in various regions. The non-radial and non-angle based DEA-SBM model based on undesired output is used to measure the efficiency of green technology innovation in various regions of China, and the Theil index is used to empirically analyze the balance of green technology innovation efficiency in various regions. The results show that the overall level of green technology innovation efficiency in various regions of China is not high, and the overall development trend of "high in the east and low in the west" is presented; the development of green technology innovation efficiency in various regions is in an unbalanced state, and the decomposition results of regional total differences indicate areas. The internal difference is the main reason for the total difference in the efficiency of green technology innovation in China; the internal differences in the three regions also indicate that the eastern region is the main cause of regional differences.
