湖南省农业科技创新制约因素分析及对策探讨

【摘要】 农业科技创新是推动我国农业科技进步和实施创新驱动战略的重要举措,关系到我国农业供给侧结构性改革的成败。研究以湖南省为例,就公益性、集成性和联动性3方面分析了农业科技创新的主要特征,客观评价了湖南省农业科技创新的现状,指出了存在对农业科技创新的公益性重视度不够、农业科研资源整合度不高、农业科技人才缺乏、资金投入不足和缺乏有效激励机制等制约农业科技创新的因素,并有针对性地提出了相应对策,主要有优化科技体制改革和人员配置、加大农业科研人才培养和引进力度、增加农业科技创新财政专项资金投入和进一步发挥省级农业科技创新联盟的作用。

【Abstract】 Agricultural scientific and technological innovation is an important measure to promote the progress of agricultural science and technology and implement innovation-driven strategy,which is related to the success or failure of agricultural supply-side structural reform in China.Taking Hunan Province as an example,this paper analyzes the main characteristics of agricultural science and technology innovation in three aspects of commonweal,integration and linkage,objectively evaluates the current situation of agricultural science and technology innovation in Hunan Province,points out the reasons that restrict agricultural science and technology innovation,such as the lack of attention to the commonweal of agricultural science and technology innovation,the low integration of agricultural scientific research resources,the lack of agricultural science and technology talents,the lack of capital investment and the lack of effective incentive mechanism,and put forward the corresponding countermeasures,mainly including optimizing the reform of scientific and technological system and personnel allocation,increasing the training and introduction of agricultural scientific research talents,increasing the special financial investment of agricultural scientific and technological innovation,and further playing the role of provincial agricultural scientific and technological innovation alliance.
