【摘要】 在全国各地深入实施乡村振兴之际,研究制定一套乡村振兴评价指标体系,对于客观分析各地乡村振兴发展水平和问题、制定乡村振兴政策具有重要意义,而准确把握乡村振兴的内涵则是构建科学评价指标体系的前提.具体而言,产业兴旺,是指农业本身和农村一二三产业融合要兴旺;生态宜居,是指农村环境整治和美丽乡村建设;乡风文明,既包括继承优秀农耕文化,又包括移风易俗、与时俱进;治理有效,是指加强农村基层党组织建设和实现自治、法治、德治相结合;生活富裕,是指农民的安全感和获得感都大大增强.最后,参考社会主义新农村评价指标,考虑数据的可获得性,笔者构建了包括5个一级指标与25个二级指标的乡村振兴评价指标体系,并就各指标含义进行了解释.更多还原

【Abstract】 At the time of implementing rural revitalization all over the country,it is of great significance to study and formulate a set of evaluation index system for rural revitalization for the objective analysis of the development level and problems of rural revitalization and the formulation of rural revitalization policy in various regions,and the accurate grasp of the connotation of rural revitalization is the premise of building a scientific evaluation index system.Specifically,industrial prosperity refers to the integration of agriculture itself with rural primary,secondary and tertiary industries for flourishment,and ecological livability refers to the improvement of rural environment and the construction of beautiful countryside.Rural culture includes not only inheriting excellent farming culture,but also changing customs and keeping pace with the times.Effective governance refers to strengthening the construction of grass-roots party organizations in rural areas and realizing the combination of autonomy,rule of law and rule of virtue.Wealth means that the security and acquisition of farmers have been greatly enhanced.Finally,based on referring to the evaluation index of new socialist countryside and considering the availability of data,the evaluation index system of rural revitalization is constructed,which includes five first-level indicators and 25 second-level indicators,and the meanings of each indicator are explained.更多还原
