【摘要】 环境监测服务社会化在我国正处于快速发展阶段。社会化的目的,是有序引入社会力量参与环境监测工作,规范其行为,提高其质量,引导其发展,用以弥补基层环保部门监测力量的不足。从新乡市引入社会监测机构开展清改、新建企业自行监测的实践出发,阐释了开展自行监测的法规依据、集中筛选社会检测机构、加强监督检查、严格责任追究的做法。发现当前自行监测存在的四个突出问题,并提出了推进环境监测社会化的六条对策建议,旨在努力构建环境诚信监测体系。更多还原

【Abstract】 The socialization of environmental monitoring is in the stage of rapid development in China. The purpose of socialization is to introduce social forces in order to participate in environmental monitoring,standardize their behaviors,improve their quality and guide their development,so as to make up for the lack of monitoring forces of grass-roots environmental protection departments. Starting from the practice of Xinxiang City introducing social testing institutions to carry out self-monitoring of the reform and new enterprises, this paper explains the purpose and basis of self-monitoring,the practice of centralized screening of social testing institutions,strengthening supervision and inspection,and strict accountability. This paper points out four outstanding problems existing in the current self-monitoring,and puts forward six countermeasures and suggestions to promote the socialization of environmental monitoring,aiming at building an environmental integrity monitoring system.更多还原
