【摘要】 自然保护地体系是以国家公园为主体、各类受保护的自然区域为补充的管理体系。生态保护红线是具有特殊重要生态功能、必须强制性严格保护的区域。国家要求将必须严格保护的各类保护地划入生态保护红线管控范围。当前自然保护地体系建设和生态保护红线划定工作同时开展,过程中存在二者边界范围不一致、缺乏法律体系支撑、土地权属复杂等问题,并提出二者的建设应有序开展,确保红线边界与划入红线的自然保护地范围一致,建立法律体系,利用国土规划将自然保护地"国有化"等建议。更多还原

【Abstract】 The nature reserves system is a management system with national parks as the main part and various protected natural areas as supplements.The ecological protection redlines is an area with special important ecological functions that must be protected strictly and compulsively. It is required to classify all types of protected areas that must be strictly protected into the scope of ecological protection redlines control.The construction of the nature reserves system and the ecological protection redlines are being carried out at the same time.In the process,there are problems such as inconsistent boundary scope,lack of legal system support,and complex land ownership.It is proposed that the construction of the two should be carried out in an orderly manner to ensure that the boundary of the redlines are consistent with the scope of the nature reserves,establish a legal system,and use the territorial planning to "nationalize"the nature reserve.更多还原
