用户视角下的大气环境监测数据共享网站绩效评估

【摘要】 大气环境监测数据共享绩效评估有助于推进大气环境监测数据的共享管理。该文在用户视角下选取绩效评估指标,利用层次分析法构建绩效评估模型,将其应用于2个政府网站和2个非政府组织网站中,并对评估结果进行对比分析。结果表明:该模型适用于大气环境监测数据共享网站的绩效评估。4个网站的共享绩效评估得分均偏低,说明两类网站在大气环境监测数据共享方面均存在不足,需要根据各自的不足有针对性地提高大气环境监测数据共享水平。同时,两类网站应该充分发挥各自的优势并相互借鉴,共同促进大气环境监测数据的共享水平。

【Abstract】 The performance evaluation of atmospheric environment monitoring sharing data could promote the sharing management of atmospheric environment monitoring data. To construct the performance evaluation model, reasonable performance evaluation indexes are selected in the view of users and the analytic hierarchy process are used. The model is applied to two governmental websites and two non-governmental organization websites, then the evaluation results are compared and analyzed. The results showed that this model is applicable to the performance evaluation of websites shared atmospheric environment monitoring data. All four websites have low scores on the performance evaluation,indicating that there are insufficient coverage in the sharing of atmospheric environment monitoring data. They should improve the level of atmospheric environment monitoring data sharing according to their own deficiencies. At the same time,the two types of websites should give full play to their respective advantages and learn from each other to jointly promote the sharing of atmospheric environment monitoring data.
