【摘要】 首先,分析当前城市总体规划公众参与实践中的成效与问题,发现普通市民以个人方式进行总体规划的公众参与存在一定的局限性。其次,阐述以"团体形式"参与总体规划的特点和优势,认为在我国当前的制度语境下,通过引入"团体形式的公众参与,作为公众参与的"第三方代表",能够有效地在政府、规划编制人员、市民之间构建起公众参与的桥梁和纽带在此基础上,对"2030首尔城市基本规划"中"市民参与团体"以及上海新一轮城市总体规划"公众咨询团"的作用进行分析和比较。最后,对如何进一步完善团体形式公众参与的范围、形式等进行延伸性讨论。更多还原

【Abstract】 This paper first analyzes the current achievements and existing problems in the public participation practice of urban master planning,and points out that individuals to participate in the overall planning has certain limitations. Secondly, it analyzes the characteristics and advantages of participating in the urban master planning in the form of "groups". It is believed that in the current institutional context of China, by introducing the "group participation" form, public participation as a "third party representative" can effectively build bridges and ties between the government, planners, and citizens. On this basis, the role of the "Citizen Participation Group" in the "2030 Seoul City Basic Plan" and the "Public Consultation Group" of Shanghai new round urban master plan have been analyzed and compared. Finally, an extended discussion has been made on how to further improve the scope and the form of participation by groups.更多还原
