河北省钢铁行业能源效率及节能减排潜力分析——基于超效率DEA-Tobit模型研究
Analysis of Energy Efficiency and Energy Saving and Emission Reduction Potential of Hebei Iron and Steel Industry——Research Based on Super Efficiency DEA-Tobit Model
【摘要】 利用2016年河北省各市钢铁行业重点企业的相关数据,运用投入导向的超效率DEA模型计算河北省钢铁行业的能源效率值及节能减排潜力值,然后采用Tobit回归模型对影响节能减排的因素进行具体分析。结果表明:2016年河北省钢铁行业中只有廊坊市、石家庄市和辛集市是能源利用效率DEA有效的决策单元;河北省钢铁行业整体能源利用效率水平一般,具有一定的节能减排潜力;各市的粗钢产量占比、技术进步空间和节能资金投入与节能减排存在明显的正相关关系,钢材产量占比和企业平均规模与节能减排存在明显的负相关关系。
【Abstract】 Based on the data of key enterprises in Hebei iron and steel industry in 2016, the input-oriented super-efficiency DEA model is used to calculate the energy efficiency value and energy saving and emission reduction potential value of Hebei iron and steel industry, and then Tobit regression model is used to analyze the factors affecting energy saving and emission reduction. The results show that only Langfang City, Shijiazhuang City and Xinji City are the effective decision-making units for DEA of energy utilization efficiency in the iron and steel industry of Hebei Province in 2016. The overall energy utilization efficiency level of the iron and steel industry in Hebei Province is general with a certain potential for energy saving and emission reduction. The proportion of crude steel output, the space of technological progress and the investment of energy-saving funds are positively correlated with energy-saving and emission reduction, while the proportion of steel output and the average scale of enterprises are negatively correlated with energy-saving and emission reduction.
