【摘要】 对行政执法责任制推行过程中遇到的障碍,文章择取该制度体系的理想化程度、执行主体、目标群体和政策环境等要素,运用史密斯政策执行模型进行分析,提出应通过建立健全第三方评估制度,完善权责结构,健全岗位职责体系,细化考核评议标准和提高责任追究规定的可操作性等方面完善行政执法责任制度体系,提升其理想化程度;从提高人员素质、建立健全行政执法人员个人执法档案制度和案卷评查制度等方面提升主体执行能力,切实推进行政执法责任制的落实。更多还原

【Abstract】 For the implementation obstacles of administrative law enforcement accountability system,this article selects specific conditions of the degree of system perfection,enforcement subjects,target groups and policy situations. In combination with Smith Policy-Implementation-Processing pattern,this paper proposes that by establishing and improving a third-party evaluation system and by improving the structure of powers and responsibilities,the administrative law enforcement responsibility system should be improved,including the improvement of the job responsibilities system,the improvement of specification of evaluation standards,and improvement of the operability of accountability requirements and improvement of its idealization degree. This paper also proposes that enhancement of the quality of personnel,establishment and improvement of the personal law enforcement archives system of administrative law enforcement personnel and the file review system will effectively promote the implementation of the administrative law enforcement responsibility system.更多还原
