【摘要】 20世纪以来,农村发展以城镇化、非农化为主导。随着乡村建设工作的逐步推进,传统文化消退、人才流失、产业凋敝等现实问题日趋显现,实施"以农民为中心"的乡村建设势在必行。农民是乡村生产生活的主体,乡村建设理应突出农民需求导向。遵循"反规划"的乡建规划理念,推行以农民需求为前提的规划设计;挖掘居村农民的农耕智慧,振兴以农民发展为核心的乡村产业;创新以农民生活为导向的乡村文化,增进农民身份的自我认同;倡导农民主体的多元参与,实施以农民为主体的基层治理,是新时代下推进乡村全面振兴的现实路径。更多还原

【Abstract】 Since the 20 th century,rural development has been dominated by urbanization and non-agriculturization.With the gradual advancement of rural construction,the decline of traditional culture,brain drain,industrial decline and other practical problems are becoming increasingly apparent.It is imperative to implement "farmer-centered" rural construction.Farmers are the main body of production and life in rural area.Rural construction should give prominence to farmers’ demand orientation.Following the "anti-planning" concept of rural construction planning,we should carry out planning and design based on farmers’ needs; revitalize the rural industry with benefiting farmers as its core; innovate the rural culture oriented by farmers’ life and enhance the self-identity of farmers; advocate the multi-participation of farmers and implement the grass-roots governance with farmers as its main body,which are the realistic ways to promote the overall Rural Revitalization in the new era.更多还原
