环境规制对中国全要素能源效率的影响研究——基于省际面板数据的实证检验
The Impact of Environmental Regulation on China’s Total Factor Energy Efficiency——An Empirical Test Based on Provincial Panel Data
【摘要】 本文选取2003~2017年中国30个省级行政区域面板数据为样本,基于超效率DEA模型和Malmquist指数,运用Tobit面板数据处理方法,研究环境规制与我国各地区全要素能源效率之间的关系。结果显示:(1)我国全要素能源效率平均水平整体呈下降趋势,技术水平下降是主要原因;(2)区域全要素能源效率不均衡,东部地区最高,西部最低;(3)用各种指标度量的环境规制对全要素能源效率的影响基本一致,均有利于提升全要素能源效率。
【Abstract】 This paper selects the panel data of 30 provincial administrative regions in China from 2003 to 2017 as a sample.Based on the super-efficient DEA model and the Malmquist index,the Tobit panel data processing method is used to study the relationship between environmental regulation and total factor energy efficiency in various regions of China. The results show that:( 1)the average level of total factor energy efficiency in China shows a downward trend as a whole,and the decline in technology level is the main reason for the decline of China’s total factor energy efficiency;( 2) the regional total factor energy efficiency is uneven,with the highest in the eastern region and the lowest in the western region;( 3) measuring the impact of environmental metrics on total factor energy efficiency is basically the same,which is conducive to improving the efficiency of total factor energy.
