【摘要】 在特大型城市生态化转型发展和资源环境保护工作中,如果能通过适当的制度设计,使相关的外部性"内部化",就可以让市场机制发挥更大的作用。本文在简要探讨了相关理论后,分别就将环境成本纳入化石能源价格,推动我国一次能源结构调整,利用市场机制推动北方城市节约用水,以及利用市场机制减少城市垃圾量和降低垃圾分类成本等实际问题提出建议。更多还原

【Abstract】 In the process of ecological transformation and development of China’s megalopolises and their reservation of the resources and environment, the market mechanism can play a more important role provided that the externalities involved can be "internalized." After a brief discussion of the relevant theories, the paper further discusses the issues and suggestions regarding how to include the environment costs in the prices of the fossil energy to foster the country’s structural change in the primary energy consumption, how to utilize the market mechanism to promote water saving practice in Northern cities, and to reduce the size of the garbage produced in cities and the costs of sorting these garbage.更多还原
