【摘要】 面对工程项目类型繁多、性能各异的状态与项目管理向项目群管理、项目组合管理和项目战略管理的发展趋势,分析"一带一路"倡议实施过程中,交通、能源、电力、钢铁等各类工程项目抱团出海与各类工程项目、基础设施和装备设备相继走出国门和"PPP"模式在我国国民经济各领域实施方兴未艾的发展势头,文章阐述我国工程造价发展现状与存在问题,深感我国工程造价管理面临新的发展机遇,遇到严峻挑战。"抓机遇,迎挑战"是工程造价管理的当务之急,遵循系统科学理论方法,借鉴全面质量管理(TQC)的"全面"之思想,基于集成管理理论的"集成"之方法而提出"全面/集成论",并遵循系统科学理论方法和从定性到定量综合集成方法,进而在"全面/集成论"的指导下,构建以圆桌研讨厅"全面/集成论"为支撑的全面工程造价集成管理理论方法论体系。更多还原

【Abstract】 Facing the development trend of various types of projects, different performances and project management to project management, project portfolio management and project strategic management, witnessing the implementation of the"One Belt, One Road"initiative, transportation, energy, electricity, steel, etc. Class engineering projects and the various types of engineering projects,infrastructure and equipment have stepped out of the country and the "PPP" model has been in the ascendant development trend in various fields of China’s national economy, analyzing the status quo and existing problems of China’s engineering cost development,and deeply feel China Engineering cost management faces new development opportunities and faces severe challenges. Grasping the opportunity and meeting the challenge is the top priority of project cost management. Follow the systematic scientific and theoretical methods, draw on the "comprehensive" thinking of Total Quality Management(TQC), and propose a comprehensive/integration theory based on the "integration" approach of integrated management theory. Based on the systematic scientific and theoretical methods,following the qualitative and quantitative integrated integration method proposed by Professor Qian Xuesen, under the guidance of comprehensive/integration theory, the theoretical methodology system of comprehensive engineering cost integration management supported by the round table seminar hall + comprehensive/integration theory is constructed.更多还原
