重大科技工程综合研究体系结构模型化方法

【摘要】 为弥补传统重大科技工程研究体系"自上而下"任务划分而导致对要素间关联关系的忽略,在体系工程理论指导下,充分考虑各分系统内组成要素及系统间组成要素的关联关系,提出"自底向上"的结构化建模方法。以航天科技工程为背景,探讨了综合研究体系结构模型构建过程:一是描述分系统构成重大科技工程研究体系逻辑框架;二是针对技术分系统,借鉴系统结构模型化技术方法,对基层技术点进行技术方向、领域聚集,并自底向上析出技术集合内各技术的重要程度;三是以技术为核心,围绕技术点、技术方向和技术领域,对具备支撑作用的条件设施、人才队伍和组织管理要素进行综合匹配,最终形成层次化的重大科技工程体系结构化模型。以飞行器研制工程为案例进行技术难点结构模型化建模,验证了本研究提出方法的可行性,以期对打破重大科技工程中的技术隔阂并避免资源浪费具有重要意义。

【Abstract】 In order to compensate for the neglect of the relationship between elements caused by the"top-down" task division in traditional major scientific and technological engineering research systems, a "bottom-up" structured modeling method was proposed under the guidance of the system of systems engineering theory, which fully considers the relationship between the constituent elements in each subsystem and the constituent elements among subsystems. Against the background of space science and technology engineering, the development of the integrated research architecture model is as follows. Firstly, the logical framework of the major science and technology engineering research system composed of subsystems is described. Secondly, for the technical subsystem, based on the system structure modeling technology method, the technical direction and domain are aggregated from grassroots technical points, and the degree of importance in a set of technologies are obtained from the bottom up. Thirdly, the supporting facilities, talent team, and organizational management elements are matched comprehensively around the technical points, technical direction, and technical fields; then, a hierarchical major scientific and technological engineering architecture model is formed. Taking the aircraft project as an example, the feasibility of the proposed method is verified by the structural modeling of technical points. The proposed method is expected to contribute to breaking the technical barrier and preventing the waste of resources in major scientific and technological projects.
