【摘要】 中国迈入新时代大国开放新阶段。推动由商品和要素流动型开放向规则等制度型开放转变,是适应新形势的需要。深化制度型开放,需要加快国内的制度、规则与国际通行规则或先进标准接轨,加强对外开放政策的贯彻与落实,以及提供更多的制度型公共产品。上海自贸区以制度创新为核心,在运行中已经为制度型开放开展了一系列先行探索工作。下一阶段,上海自贸区可以且应该在投资规则建设、贸易规则建设、法制环境完善和服务"一带一路"政策沟通等重点领域进一步加强先行探索,为中国的制度型开放作出更大的贡献。更多还原

【Abstract】 China has entered a new era of openness. To adapt to new situation and characteristics, goods-and-factors-flowed openness should be upgraded to institutional openness. To further institutional openness, institutions and rules in China should be in line with international rules and standards, open commitments should be strictly kept, and institutional public goods should be supplied. Based on the institutional innovations, Shanghai Pilot Free Trade Zone has undertaken bold explorations in the field of institutional openness. In the fields of improvement of investment rules, improvement of trade rules, perfection of legal environment and policy communication of "Belt and Road", Shanghai Pilot Free Trade Zone can make more institutional contributions.更多还原
