【摘要】 伴随着我国高等教育体制改革的不断深入,作为管理体制改革中的高校问责制的有效实施离不开相关制度的保障。清单制度在行政管理体制改革中初见成效,对高校问责也有诸多作用:有利于高校问责相关法律和法规的完善;有利于高校权责边界的明确;有利于高校问责范式的转变;有利于高校问责程序的规范;有利于高校问责结果的处理。清单制度在高校问责中可通过高校外部问责与高校内部问责两种路径来具体实施:外部问责中,政府需明确自己的"三张清单",为高校外部问责提供清单依据;内部问责中,高校要以政府制定的《高等学校清单制定办法》为基础,建立清单制定小组,将清单运用到问责全过程中,完善信息公开等相关机制,加大清单制度的宣传。更多还原

【Abstract】 With the deepening reform of China’s higher education system,the effective implementation of the university accountability system in the management system reform is inseparable from the guarantee of relevant systems. The list system is effective in the reform of the administrative management system and functional on the accountability of colleges. It is conducive to the definition of the rights and responsibilities; to the transformation of accountability paradigm; to the standard of accountability procedure; to the handling of accountability results. The list system can be implemented in two ways: external and internal accountability. The former requires the government to make a list of accountability; the latter requires colleges to apply the list to the whole process of accountability,improve information disclosure and other related mechanisms,and increase the publicity of the concept of the list on the basis of the measures for the list-making of colleges.更多还原
