基于SNA的溢油应急资源关联网络

【摘要】 为支持沿海港口溢油应急资源合理布局,运用引力模型和社会网络分析方法(SNA)构建基于港口油品吞吐量的溢油应急资源关联网络模型,通过网络密度、中心性等网络特征研究港口基于油品吞吐量在网络中的地位作用,分析港口溢油应急资源布局需求.研究结果表明:网络关联度为1;个体网络中心度较高的港口在珠三角、长三角、环渤海地区中均匀分布,占据区域核心地位;板块间为自反式关系,内部关联较多,构成凝聚子群.因此,港口溢油应急资源布局应以全国一盘棋,整体布局,增强港口之间的合作建设;分层分级,发挥中心港口的辐射作用;区域划分,实现区域内应急能力最优化建设.

【Abstract】 In order to support the rational distribution of oil spill emergency resources in coastal ports, a gravitational model and a social network analysis(SNA) method were used to construct an associated network model of oil spill emergency resources based on port oil throughput. The role of port based on oil throughput in the network were studied by using network characteristics such as network density and centrality to analyze the port oil spill emergency resource layout requirements. The results show that the network correlation degree is 1, the ports with higher individual network centrality are evenly distributed in the Pearl River Delta, Yangtze River Delta and Bohai Rim Region, as the core position of the region. There is a reflexive relationship between the plates, and there are many internal correlations to form a cohesive subgroup. Therefore, the layout of port oil spill emergency resources should be integrated, and enhance the cooperation between the ports. And hierarchical grading plays the radiation role of central port. Regional division is used to optimize the construction of regional emergency response capacity.
