【Abstract】 Through the research and analysis of the background, the basic situation and the main problems of scientific and technological innovation layout in Henan Province, relying on the research methods related to regional development, based on theoretical and empirical research and comparative analysis, this paper put forward the basic ideas and emphasis of scientific and technological innovation strategic layout in Henan Province.
