【摘要】 随着城乡一体化的进程,多元的规划主体参与到村庄规划的过程中。在沿海地区的村庄规划实践中,发现了外出精英的参与及由此对村庄发展动力的补充,以此展开实证研究。首先论述了外出精英与村庄在血缘、地缘、经济方面的关联,及其对于村庄稀缺资源的补充,从而论证了其参与村庄规划和村庄发展的基础。继而基于村庄规划设计与实施过程中的发现,论述了外出精英参与村庄规划对于村庄多元化发展思路的引入、规划实施的可行性提升、城乡文化交流的促进作用。最后结合案例研究,提出了村庄集体的召集、外出精英群体内部的召集、村庄规划编制的召集等多种纳入外出精英参与村庄规划的方式,以期为广泛的村庄规划实践主动纳入多元主体、丰富发展资源提供思路。更多还原

【Abstract】 In the process of urban-rural integration,diverse stakeholders participate in village planning nowadays.In the village planning practice in the coastal areas of China,the participation of the emigrated elites(EEs) and the resources they can brought back have been recognized.Firstly,the paper empirically discusses the relationship between EEs and the village in terms of blood,geography and economy,and the complementarity of additional resources to the villages,which lay the foundation for their participation in village planning and development.Based on the findings in the process of village planning and implementation,the paper then describes the positive effects brought about by EEs,including diverse ideas for village planning,planning implementation,and promoting urban-rural integration.Finally,combined with the observations in case studies,the paper puts forward a variety of ways to involve elites in village planning,in order to shed light on the approach to including diverse voices in village planning and enriching local resources for development.更多还原
