国家中心城市绿色创新效率的异质性及演变特征

【摘要】 在创新价值链视角下,将创新过程分为知识创新、创新成果吸收、创新成果商业化三个阶段,采用考虑非期望产出的网络RAM模型分析了11个国家中心城市绿色创新效率的异质性以及各阶段效率的关联性,并用核密度估计了国家中心城市绿色创新效率的分布和演变特征。结果显示:从综合效率看,西安、杭州和厦门的效率始终为1,达到了投入产出最优化,重庆、南京和成都从有效城市转为无效,天津和沈阳在2015年由无效城市转为有效,武汉、青岛和郑州始终为非有效城市;从阶段性效率看,重庆、沈阳、武汉和郑州为低研发低吸收低商业化效率型城市,南京和青岛为低研发低吸收高商业化效率型城市,天津和成都为低研发高吸收高商业化效率型城市;知识创新阶段的效率对综合效率的影响最大,中心城市综合效率和创新成果吸收阶段效率差距在逐渐提高,知识创新阶段的效率差距在降低。

【Abstract】 Base on the perspective of the innovation value chain,we divided the innovative process into three stages:the knowledge innovation, absorb innovation and innovation commercialization,and used a network RAM model,which considers undesirable factor,to analysis the differences of green technological innovation efficiency in 11 national central cities and the correlation at each stage,and using Kernel density estimate the distribution and evolution of efficiency. The results show:( 1) From the comprehensive efficiency,the green technological innovation efficiency in Xi’an,Hangzhou and Xiamen are always been 1. Chongqing,Nanjing and Chengdu from effective to invalid,Tianjin and Shenyang from the invalid to effective in 2015,Wuhan,Qingdao and Zhengzhou are at the effective level for six years;( 2) From the stage efficiency,Chongqing,Shenyang,Wuhan and Zhengzhou are Low R&D,low absorption and low commercialization efficiency cities. Nanjing and Qingdao are Low R&D,low absorption and high commercialization efficiency cities. Tianjin and Chengdu are Low R&D,high absorption and high commercialization efficiency cities;( 3) The efficiency of the knowledge innovation stage has the biggest influence,the gap of comprehensive efficiency and absorb innovation efficiency are widening,but the gap of knowledge innovation efficiency is narrowing. According to the research conclusions,the ways to improve the innovation efficiency of various cities are proposed.
