【摘要】 农业废弃物资源化利用、绿色化发展是我国实现乡村振兴的必由之路。以社会主义新农村建设为背景,基于演化博弈理论,主要针对秸秆绿色处理中相关主体协同机制的相关问题进行分析。考虑到秸秆产业运作中,一方面伴随着政府补贴激励代价较高的现实问题,另一方面存在着农户双重破窗现象(秸秆绿色处理与焚烧弃毁并存),构建"政府—农户—秸秆发电企业"三方博弈模型,在厘清各主体利益矛盾的基础上,提炼破窗效应的内在影响,提出有限激励、理性退坡下秸秆绿色处理协同机制,分析现实情境下不稳定策略的演化走向及不确定情境下系统的演化趋势。研究表明,政府、农户和企业的策略选择趋向于不激励、不焚烧、不参与秸秆产业的稳定状态,基本达成秸秆绿色治理的初级目标,当企业补贴占政府激励支出的比重小于60%时,产业运转出现亏损;当政府补贴在55～57元/100 kg秸秆(110～114元/亩)时,激励效用达到最大;受负向破窗效应影响的农户每增加1%时,政府直接损失扩大5%。为促进政农企协同构建秸秆绿色处理机制,政府决策应适当放缓补贴退坡的节奏,分周期释放调整压力;重视信息化建设与新媒介运用助力各主体间的资源共享,打破信息孤岛制约,形成良好的协同合作环境;树立农企标杆,催化正向破窗效应,发挥联创机制作用助推秸秆脱贫。更多还原

【Abstract】 Agricultural waste resource utilization,green development is the only way to achieve rural revitalization in China.Based on the background of "building a new socialist countryside"and the theory of evolutionary game,this paper mainly analyzes the problems related to the coordination mechanism of related subjects in green straw processing.Considering the operation of the straw industry,on the one hand,it is accompanied by the high cost of government subsidies and incentives.On the other hand,there is a phenomenon of farmers’ double broken windows(green straw processing and incineration and discard coexist).This paper constructed the "government,farmers,straw power generation enterprise"tripartite game model,in clarifying the subject interests conflict,on the basis of internal influence of broken window is put forward under the limited incentive,rational TuiPo green straw processing coordination mechanism,analysis of the evolution of the realistic situation is not stable strategy and the evolution trend of the system with uncertain situation.The research shows that the government,farmers and enterprises tend to choose strategies that do not encourage,do not burn,do not participate in the stable state of the straw industry,basically achieve the primary goal of green straw.When the government subsidy is 55-57 yuan/100 kg straw(110-114 yuan/mu),the incentive effect reaches the maximum;For every 1% increase in farmers affected by the negative broken window effect,the direct loss of the government will increase by 5%.In order to promote the construction of green straw processing mechanism,the government should slow down the pace of subsidy retreat and release the adjustment pressure in different periods.Attach importance to information construction and the use of new media to facilitate the sharing of resources among the subjects,break the information island constraints,and form a good collaborative environment;Set a benchmark for agricultural enterprises,catalyze the positive window-breaking effect,and play the role of joint innovation mechanism to boost straw poverty alleviation.更多还原
