【摘要】 推进被征地农民市民化是实现以人为本的新型城镇化的应有之义。受城乡二元社会政策体系的影响,被征地农民难以融入城市社会,无法享有与城镇居民同等的社会权利。因此,被征地农民市民化社会政策建设成为一个时期以来各界关注的焦点。在各地的探索中,江苏省太仓市自21世纪初以来以推进被征地农民市民化为目标、以实现被征地农民社会政策与城镇整合为方向、通过"土地换保障"等途径,推进被征地农民社会政策与城镇社会政策的并轨,取得了良好效果。目前,这一模式尚未完全定型,其主要问题在于对被征地农民的制度设计公平性不足。借鉴江苏省太仓市经验,我国推进被征地农民市民化社会政策建设,应在推动被征地农民就业、推动社会政策定型发展、提升公平性以及坚持政府主导几个方面着力。更多还原

【Abstract】 Promoting the urbanization of the land expropriated peasants is the inherent meaning of the people-oriented new-type urbanization. Affected by the urban-rural dual social policy system,the expropriated peasants are hard to integrate into the urban society and can not enjoy the same social rights as the urban residents. Therefore,the construction of the social policy of urbanization of the expropriated peasants has become the focus of attention for a period of time. In exploration of the multiple regions,since the beginning of the 21 st century,Taicang city has achieved good results by promoting the urbanization of the expropriated farmers as the goal,taking the policy of land acquisition and urban integration as the direction and through the way of " land exchange guarantee". At present,this mode has not yet been completely finalized,and its main problem lies in the lack of fairness in the system design of the expropriated farmers. Based on the experience of Taicang city,this paper puts forward a few suggestions for promoting social policy construction for urbanization of the expropriated peasants. we should promote the employment of the expropriated farmers,the stable development of social policy,the improvement of fairness and the primary guidance of government.更多还原
