【摘要】 保障性住房是公共服务体系的核心内容之一,县域住房保障是我国住房保障政策执行成败的关键层次。基于"三房合一"的河南省地方实践样本,对县级城镇保障性住房发展情况进行全面分析。调查表明,县级保障性住房发展在政策目标、运行机制、管理服务等方面依然存在问题。在面临体制、能力与资源三重约束的条件下,可以从优化制度体系、改善管理服务、细化运行机制等三个方面促进县级城镇住房保障的进一步发展与完善。更多还原

【Abstract】 Indemnificatory housing is one of the core elements of the public service system. County housing security investigatim in Henan is the key level of the success of China’s housing security policy. This paper takes a comprehensive analysis of the development situation for county housing security that is based on the local practice sample in henan province. The survey shows that there still has problems in policy objectives,operation mechanism and management service.
