【摘要】 目的比较四川省社区卫生服务中心和乡镇卫生院基本公共卫生服务成本,为基层医疗卫生机构基本公共卫生服务成本管理和和政府财政补偿机制提供依据。方法采用分层随机抽样与典型抽样相结合的方法,从四川省3个市州抽取12家社区卫生服务中心和15家乡镇卫生院,调查其2016年开展基本公共卫生服务项目所花费的时间和物质消耗情况。运用时间分配系数法,测算社区卫生服务中心和乡镇卫生院开展基本公共卫生服务所花费的实际成本。结果 2016年四川省社区卫生服务中心与乡镇卫生院开展基本公共卫生服务单位项目实际成本和人均成本都有所不同。结论政府应根据社区卫生服务中心和乡镇卫生院开展基本公共卫生服务成本状况,采取不同的补偿机制。更多还原

【Abstract】 Objective Compare the cost of basic public health services between the community health service centers and the township hospitals in Sichuan province,find the cost variances between them,and to provide the basis for the financial compensation system. Methods The stratified random sampling method and typical sampling method were used,about 12 community health service centers and 15 township hospitals were selected respectively from three cities in Sichuan province,they were investigated the time and material consumption they spent in providing basic public health service projects in 2016. The time distribution coefficient method was used to calculate the actual cost that the community health service centers and the township hospitals spent in providing basic public health services. Results There were some differences in actual cost and average cost of the basic public health service projects provided by the community health service centers and the township hospitals in Sichuan province in 2016. Conclusion The government should take different financial compensation system according to the different cost situation of basic public health services of the community health service centers and the township hospitals.更多还原
