【摘要】 近年来,我国"双创"发展对人才需求日益强烈,而正深入推进的"双一流"建设(以下简称"双一流"),更是助推了地区高校间的"人才争夺战"。(1)一定范围的人才竞争表现出各地对人才的重视,有助于促进我国整体人才水平的提高。但是恶性的人才竞争却会浪费人才经费、增加内耗、助长浮躁,不利于社会经济的良性发展。如何通过财政手段为各地高校"人才大战"、"挖人大战"降温,是一个必须考虑的问题。对此,笔者通过地理信息系统可视化方法展现了近年来我国高等教育资源空间分布不均衡的新特征与新趋势;并通过构建PVAR模型,重新厘清地区GDP、教育经费以及高校教师数量之间的经济联系和作用机制。结果表明,高校教师数量的增长可以带来该地区经济的持续增长,而地区经济的发展状况和教育经费的投入情况对高校教师人数的变化也具有不可忽视的作用。基于此,本文提出完善中央财政与地方财政协调配合的宏观机制,以促进高校均衡发展,实现经济社会的和谐发展。更多还原

【Abstract】 In recent years,China’s "double creation"of the growing demand for talent,and is in depth to promote the "double first-class"construction,but also boost the regional colleges and universities between the "talent battle. "A certain range of talent competition to show the importance of talent around,help to promote the improvement of the overall level of talent,but the vicious talent competition will waste talent funding,increase internal friction,promote impetuous,but not conducive to the healthy development of social economy. How to financial means for the colleges and universities around the "talent war","dig people battle"cooling,become a hot topic. In this paper,the new features and new trends of the spatial distribution of resources in China in recent years are demonstrated by the visualization method of geographic information system. Through the construction of PVAR model,the economic link between regional GDP,educational funds and the number of teachers in colleges and universities is re-clarified Mechanism. The results show that the growth of the number of teachers in colleges and universities can bring about the sustained growth of the region’s economy,and the development of regional economy and the investment of education funds cannot be neglected in the change of the number of teachers in colleges and universities. Based on this,this paper puts forward the macro mechanism of coordinating the coordination between the central government and the local finance from the aspects of financial investment and transfer payment system,and promotes the balanced development of colleges and universities to realize the harmonious development of economy and society.更多还原
